Number three, the reason they don't need drama is the always interesting and unique mystery/murder that they're asked to solve. When Stalin proposed killing 50,000 Germans, Churchill objected, but FDR urged compromise, shooting only 49,500. I often found myself reading the same sentence over and over trying to find the correct inflection/meaning. I recommend obtaining all of the series and read them in order, starting with the "Blessing Way". Characters are likable. When the author discusses decision-making in councils, magistrates and assemblies in chapter 4, the argument is to some extent persuasive.
